Program Director, HOMES & HEAR Programs

Position Summary
The Program Director oversees the strategic planning, implementation, and administration of the HOMES (Homeowner Managing Energy Savings) and HEAR (Home Electrification and Appliance Rebates) programs. This role ensures compliant, efficient, and high-impact delivery of residential energy efficiency programs aligned with federal and state requirements. The Program Director leads operational execution, manages program staff, builds strong external partnerships, and ensures programs meet performance, customer engagement, and energy savings goals.
Key Responsibilities
Oversee the full design, delivery, and continuous improvement of the HOMES and HEAR programs in alignment with federal and state guidelines.
Develop program strategies, budgets, timelines, performance metrics, and operating plans.
Manage operations staff and cultivate a collaborative, high-performing team culture.
Serve as the primary liaison with state energy offices, utilities, program partners, and key external stakeholders.
Analyze program data and prepare reports summarizing achievements, energy impacts, program performance, and financial outcomes.
Coordinate closely with Finance and Compliance teams to manage program budgets, incentive payments, reporting, and regulatory requirements.
Ensure program operations meet quality standards, service-level expectations, and compliance obligations.
Represent Everblue in regional and national energy efficiency forums, contributing to thought leadership and best-practice sharing.
Identify opportunities to streamline processes, strengthen program delivery, and enhance customer experience.
Requirements
Bachelor’s degree in Energy Management, Environmental Policy, Business Administration, or a related field (Master’s preferred).
8–10 years of experience in energy efficiency programs, utility programs, or public-sector program management.
Proven track record leading complex, multi-stakeholder programs with multiple funding streams.
Strong understanding of residential energy efficiency technologies, electrification trends, rebates, and incentive programs.
Demonstrated experience with program budgeting, forecasting, and reporting.
Excellent communication, negotiation, and partnership-building skills.
Experience managing cross-functional teams and third-party implementers.
Familiarity with federal HOMES and HEAR guidelines and DOE reporting systems (highly desirable).
Preferred Qualifications
Experience scaling statewide or multi-region programs.
Knowledge of federal and state energy policies and residential retrofit programs.
Experience using program management tools, CRM systems, and data reporting platforms.
Ability to manage dynamic priorities and deliver results in fast-paced environments.
